VMS has consulted on Department of State – Bureau of Overseas Buildings Operations (OBO) projects for more than 10 years. In this time, our services have focused on the application and facilitation of Value Engineering studies, Constructability Reviews, Risk Assessment and Management, Quantitative Risk Modeling and Analysis, Decision Analysis, Cost Reviews, and Estimate Validations, and Training to assist with the successful delivery of OBO projects and programs.
VMS team leaders have conducted VE implementation evaluation investigations at various Posts worldwide and implemented a Continuous Process Improvement (CPI) effort for the OBO Office of Cost Management. The studies have been conducted on a wide range of project types and sizes including relatively small rehabilitation projects, consulate staff housing, Chief of Mission and Ambassador housing, Marine Security Guard Residences and Quarters, leased and build-out spaces, New Office Annexes, New Office Buildings, site expansions, and New Embassy Compounds.
Our studies leverage the collective expertise and experience of internal OBO Project Delivery teams, consultant-provided team members, members from Post, or any such combination to deliver best value results to OBO.
