District 7’s mission is to provide a safe, sustainable, integrated, and efficient transportation system to enhance California’s economy and livability. The District includes Los Angeles and Ventura counties. As home to the second largest workforce in all of Caltrans, this project helps identify specific goals and initiatives with timelines and measured actions to implement and/or improve efforts that lead to a more sustainable transportation system. The project focused on people (improving quality of life), the planet (protecting the environment), and prosperity (enhancing the economy) while fostering internal and external communications and promoting innovation.

VMS elicited input from key internal and external partners through a survey in support of broader Caltrans sustainability goals. The survey data was compiled and analyzed through a series of meetings with various agencies and Caltrans personnel to identify specific actions, set milestones, and develop performance measures to implement and/or improve sustainability efforts in District 7.
