Value engineering study to enhance living conditions for Metropolitan’s workforce
The Metropolitan Water District aimed to enhance living conditions at the Hinds & Eagle Mountain Pumping Plants to continue to attract and retain a skilled workforce. Metropolitan’s goal was to provide a vibrant, healthy, and sustainable community environment for the employee residents and their families. This goal includes three overarching projects: housing improvements, village enhancements, and kitchen and lodging facilities improvements. The project encompasses 21 new houses between the two sites in addition to new clubhouse buildings, walking trails, dog parks, exercise stations, playgrounds, shade structures, and drought-tolerant landscapes.
The VE Team identified 143 ideas to consider in the development of the project’s specifications and requirements and risk response strategies. Out of 143 ideas, the team developed 18 of those into VE alternatives and 14 into design suggestions to improve project value.
The VE Team also created an independent construction schedule that was close in total duration and more detailed with evaluation of construction specific activities and durations.

- VE team conducted an initial partnering session to collaborate with the Metropolitan plant operations team and the project team. This partnering session resulted in identifying VE alternatives and design suggestions that helped Metropolitan refine their design and improve their schedule and projected cost and performance objectives.
- VE team developed 18 alternatives for consideration
- Recommendations included a single construction phase for improvements, reducing the construction schedule by up to 5 months
- Recommended the development of a separate, advance contract for temporary housing and resident moving operations
